Two-Phase Tactical Gameplay:

• Phase 1 (Layout & Reserve): Lay down cobblestone tiles divided into player-colored, neutral, or streetlight spaces or secure building shapes for your reserve.
• Phase 2 (Construction & Lighting): Erect your buildings on eligible spaces, competing to position them next to as many streetlights as possible for maximum scoring.
